Civil Servant

In 1920, Naylor secured the position of District Health Commissioner for Morgan County. As Health Commissioner he conducted baby clinics, “jag cures” for alcoholics, spoke on health matters, and made inspection trips around the county. He was a paid public servant, but the nature of the work often aroused hostility in people with whom he had to deal. On his inspection trips around the county he diagnosed contagious diseases, and it was sometimes necessary for him to quarantine and fumigate homes and schools. Some of those quarantined, finding themselves inconvenienced, attempted to disregard his orders; but with public welfare his primary concern, Naylor was forced to take steps to ensure that they were obeyed.

Dr. Naylor served in this position from 1920 to 1931.
